Position: Data Center Analyst Location: Austin, TX Duration: 2 months + Renewable This position is for an enterprise architect with a solid understanding of Software as a Service (SaaS) and Cloud Computing. The duties include, but are not limited to assessing the business requirements for a statewide Student Information System (SIS) and translating them into a specific system to be implemented. They will analyze customer requirements and designs solutions to meet those objectives. They will maintain and utilize detailed industry and internal services knowledge of SaaS, including expert working level knowledge of the processes, technologies, and people components involved in the SaaS arena. They are expected to use their expertise to evaluate specific and detailed solutions that encompass process, technology, and staffing plans for the solution. The candidate must be familiar with UML and documenting use cases with a UML tool. The position will require the candidate to work closely with the TEA internal users and management team, as well as Regional Education Service Center (ESC) and Local Education Agency (LEA) staff. The candidate must be very familiar with Data Center Operations including but not limited to: • Security • Business Continuity • Service Level Agreements (SLAs) • Enterprise Application Management • Enterprise Application Hosting • Network Services • Data Safeguards The duties of the position will require the analyst to: • Develop a checklist to evaluate that vendor SSIS Data Centers meet requirements set forth in the Non-Functional Requirements. • Perform audits of the vendor SSIS Data Centers for TEA management. • Oversee the vendor responsibilities as set forth in the Master Services Agreement (MSA) between TEA and the vendor. • Organize and facilitate meetings between TEA, Education Service Centers (ESCs), Local Education Agencies (LEAs), and the vendor when necessary to resolve any SSIS Data Center issues. • Work collaboratively with the vendor team and testers to ensure the SSIS Data Center(s) meet operational requirements. • Provide oversight of the SSIS Data Centers in the areas of problem management, security administration, server virus protection, incident response - emergency response, disaster recovery, and network design. • Review impact statements for Severity 1 problems and provide feedback as needed. • Notify the vendor upon discovery of known unauthorized system access attempts or security violations. • Review actions recommended by the vendor as a response to any form of virus found in the Managed Server environment. • Assist the vendor to provide and enforce user adherence procedures and practices to reduce the risk of malicious code entering the infrastructure. • Notify the vendor in writing, through the provided Incident Report form, of the detection of a security incident and subsequent request to use the vendor Computer Incident Response Services. • Develop a Disaster Recovery Plan (DRP) for the services by working collaboratively with the vendor. • Act as the focal point for information going between TEA and the vendor with respect to network issues. • Conform to the vendor's physical security policies during TEA visits to SSIS Data Centers. • Provide technical leadership and expertise on the vendor Data Center. • Follow and comply with TEA processes, procedures, and guidelines for all work and participate in technical reviews of all Data Center- related work. • Communicate with the contract manager, team members, and customers about change requests and to understand their needs. • Utilize the agency's change management system and version management systems. (Serena Tracker and Version Manager). • Document all technical work as requested. • Keep agency supervisor and management informed on issues and the status of work planned and complemented by submitting weekly status reports. • Interface as appropriate in carrying out systems design and development responsibilities with data analysts, database administrators, network operations, security officer, and other information technology peers and management. WORKER SKILLS AND QUALIFICATIONS Minimum Requirements: Years Skills/Experience 3 Work experience with Software as a Service (SaaS) 5 Data Center management or oversite 5 Analytical, problem-identification and process analysis skills with the ability to envision a solution from requirements 5 Must have a strong analytical, problem-identification and process analysis skills with the ability to envision a solution from requirements 5 OO and UML development 5 Professional who works well independently or as part of a team 5 Strong interviewing, facilitation, problem resolution, consensus building, and negotiating skills 5 Experience translating business plans and requirements into information systems concepts and produce and update supporting documentation. 5 Work experience and understanding of software development lifecycle methodologies, thorough knowledge of the software specification process and software development processes, and software architecture. 5 Work experience and knowledge in defining and modeling functional business requirements using Unified Modeling Language (UML).
