Required Skill Level:

Level 2: Individuals with more than five (5) years but less than ten (10)
years experience within the specific Support Service Category.
Level 3: Individuals with more than ten (10) years experience within the
specific Support Service Category.

Required Skills: A fully certified ORacle DBA with the following expertise:
1. Extensive Oracle Database knowledge
2.Extensive UNIX experience
3. Extensive experience as a Oracle RDBMS production database administration
4. Excellent problem solving skills
5. Experience in supporting routine production database support functions
such as checking for table-space, free space, checking for fragmentations,
checking for nightly/weekly backup status, checking production databases for
critical errors such as ORA-7445 error, dead-locks, and creating SRs with
Oracle tech support.
6. Experience with setup/configuration/maintenance of DB backup solutions
including hot backup, RMAN, Shadow Image or BCV solutions
7. Experience with setup/maintenance of OEM Grid Control to proactively
monitor production databases
8. Experience with Capacity planning and growth forecast tools/scripts
9. Excellent analysis skills
10. Extensive upgrade/patches and fixes application
11. Extensive experience with Change Assistant
12. B.S. in computer science, MIS or equivalent experience
13. Minimum of 5+ years of Information Technology experience in the Public
Sector arena
14. Adherence to schedule and deadlines is a must
15. Ability to communicate at a business function level with IT personnel,
customers and management, in both verbal and written communication.

Background: The NEWSS project requires unique PeopleSoft(c) design
development for the creation of the enterprise database for Core Financials.
Knowledge transfer will be included for continued support.

Scope of Service: A PeopleSoft Database Administrator (PS DBA) will be
tasked with specific activities that require a seasoned PeopleSoft
Installer/installing, configuring and maintaining multiple layers of Oracle
application software include Enterprise Manager and RMAN. The PS DBA must
create new databases, maintaining and optimizing all of the projects
PeopleSoft databases and backup and restore the various databases.

Objectives: Client recently kicked off the NEWSS Project, a PeopleSoft
Financials and HRMS Implementation. The project will be rolled out in three
separate releases consisting of core financials, core human resources and
payroll and extended financials. PeopleSoft implementations are very complex
and require a unique one time skillset that works with the database
administrator to support the efforts of the technical and functional project
team over the complete life of the project.

(A). Task or Activity:
1. Install and configure Oracle Enterprise software on servers.
2. Install and configure Oracle software such as Enterprise Manager and
RMAN.
3. Develop and maintain Oracle security.
4. Create new databases when needed.
5. Administer and maintain existing databases.
6. Apply and test Oracle patches and fixes as necessary.
7. Approve and apply production manual objects, data changes and SQL
requests.
8. Create and maintain database links to other databases.
9. Interact with other DIT Oracle DBA support staff as required.
'10. Assist the PS Admin with PeopleSoft patch application as necessary.
11. Coordinate with the PS Admin to review naming conventions used in
modifications and customizations.
12. Apply changes to the environment including, but not limited to, system
updates, patches and fixes, new releases and upgrades.
13. Document best practices, policies and procedures regarding database
installation, configuration and maintenance.
14. Provide product expertise and knowledge transfer to County technical
resources.
15. Create a technical architecture plan and diagram.
16. Capture and log all PeopleSoft database related issues and their
resolutions. work with the PS Admin, UNIX and NT administrators, technical
and functional staffs to resolve functional and technical issues.

Deliverables:
Database Administration and Documentation:
1. Document the various development and production environments and how they
will be utilized.
2. Document installation and configuration settings. Document database
creation procedures.
3. Document Oracle patch application process. Document manual object and
data change procedures.
4. Document database link procedures. Document PeopleSoft specific naming
conventions.
5. Develop and document change control procedures to promote updates across
the various development and production environments.
6. Develop documentation including, but not limited to, best practices, user
documentation, policies and procedures, for database installation,
configuration and maintenance.
7. Develop and implement a plan to provide product expertise and knowledge
transfer to targeted County resources.
8. In concert with the PS Administrator, develop and document a technical
architecture plan and diagram.
9. Document all PeopleSoft database related incidents and their resolutions
into a central knowledge repository.

(B). Task or Activity:
1. Monitor database growth and database activity and disk utilization
2. Tune database at the database at the database level using initialization
parameters.
3. Tune database at the application level.
4. Ensure the database is performing at optimum levels.
5. Proactively seek opportunities for performance tuning of the database
6. Work with PeopleSoft functional and technical project staff as well as
end users to identify and resolve performance bottlenecks at both the
application and database level.
7. Analyze specific application SQL statement and batch processes, recommend
and implement changes for improvement.
8. Provide product expertise and knowledge transfer to County technical
resources.

Deliverables:
Performance Tuning and Documentation:
1. Document all PeopleSoft performance related incidents and their
resolutions into a central knowledge repository.
2. Provide feedback to functional and technical staff regarding the
development of efficient queries and SQL
3. Document updates to the knowledge transfer plan

(C). Task or Activity:
1. Develop and maintain database restore scripts.
2. Restore databases as needed.
3. Develop backup and restoration strategies and procedures.
4. Schedule and perform backups of PeopleSoft databases on a regular basis.
5. Provide product expertise and knowledge transfer to County technical
resources.

Deliverables:
Backup and Restore Development and Documentation:
1. Develop and implement database backup/restore strategy
2. Document backup and restoration strategies and procedures
3. Document updates to the knowledge transfer plan.

Status Report: Weekly
Requirements: During the activity, tasks completed, and tasks to be
accomplished with dates. At the end of the activity, a comprehensive status
report for the activity, tasks completed, and findings and recommendations
prior to the start of the next task.
