*Title: Project Manager/Technical Lead*

*Description:*
The technical lead will be responsible for being the primary point of
contact for DCJS staff. This person will:
- Manage the programming staff hired for this project and be responsible
for all personnel accountability including the replacement of those staff
members deemed unsatisfactory by DCJS management with staff of equivalent
skills and backgrounds.
- Develop a plan for the knowledge transfer that must occur between the
current owners and who wrote most of the common services applications and
the programmers who will be hired for this project. This plan should include
but not be limited to:
- Establishing "Best Practices" in identifying detailed processes for
core functions of the maintenance process
- Provide a consistent approach to the knowledge transfer system
documentation regardless of the application
- Monitor, track and report all tasks and provide detailed time
accounting.
- Establish metrics to establish accountability
- Implement a standard, documented estimation process for change
management.
· Provide hands on technical leadership for this team. We expect
this person to have a solid background in OO methodologies, JAVA/J2EE
programming including design patterns and function as the technical leader
for this project.

1. 8 years Project Management/Team Lead experience in a production
maintenance environment
2. 4 years of java programming experience
*ASSOCIATED SKILL SETS***
Candidates must also have three (3) of the preferred skilled sets listed
below. Accordingly, candidates not meeting the supporting experiential
specifications below will not be considered for the position.
1. Experience in the design and management of a coordinated knowledge
transfer process that will result in the independent support of J2EE Common
Services in our Integrated Justice Portal environment.
2. Experience supervising a java/J2EE production shop responsible for the
entire software development life cycle of application fixes / enhancements.
3. 2 years experience using the work flow tool Tracer.
4. 2 years project management in a production J2EE environment.
5. 2 years experience in using IDE'S [ RSA, RAD ]
