    The plant rescue center process is quite simple and the rescue centers
can propagate from siezed plants. A simple search of the web can provide
details on the process. Just remember that - THE ORIGINAL PLANTS REMAIN
PROPERTY OF THE US GOVERNMENT -regardless of the rescue center they are
housed at. In rare instances the plants were reclaimed by the government and
returned to either the country of origin or the recipient who the shipment
was siezed from. As for Vietnamese Paphs at the New York Botanical Garden -
I can assure you without a doubt that NONE of the new Vietnamese Paphs were
ever part of a CITES rescue shipment at the New York Botanical Garden. The
only Paphs that were received in recent history within the collections there
were three nearly dead Brachypetalum plants 4 years ago and prior to that a
couple of P.delenatii in 1995. According to some of the people that I have
spoken to with ties to USDA - all Vietnamese species of Paphs were shipped
to rescue centers managed by the US government and not to rescue centers
operated by other botanic gardens or institutions.
