Regarding smuggling Appendix 1 orchids, there are two distinct illegalities. It is not only illegal to ship the orchids from Peru without the proper papers, but it is also illegal for them to enter the US. Both INRENA in Peru and US Fish & Wildlife have separate jurisdictions which apply. Bert Pressman
