[Origami] Help with Francis Ow's Tsuru Module

I have been attempting Francis Ow's Tsuru Module, and For the life of me can't get past the first step. I can't figure out how to fold the crane (tsuru) so that it lies like it does in step two. Are there multiple layers here? or a cut i don't see?  The Diagram is on Francis's site here: http:
