Karl,
The hsql.jar file is in the Orion-install/lib directory. Does it need to
be somewhere else? I noticed that none of the config files specifically
referenced the hsql.jar file nor did the config/data-sources.xml?

Seems like Hypersonic SQL can't access its database files. Check that everything's
ok with Hypersonic and with that file.
