Try to move your library tag from server.xml to application.xml (or vice versa). I remember I did have the same problem and that was how I fixed the issue after days of try and error. Orion is still in beta. I wouldn't be surprised that their configuration DTDs will change constantly. But Orion should update their documents in their web site accordingly to avoid confusion.
