For development I should say it is not a good idea
to reset your browsers cache since all your users wont.
Better to set it to automatic and make sure to use
all sorts of meta tags and use the response tag to clear cache.

Open
Tools/Internet options & select the Delete Files button. This clears
any cached pages.
When
developing, I've found it's a good idea to change the cache settings so that IE
looks for a new page every time the url is visited. There should be a
settings button right next to the Delete
