where did you put mytags.zip?
you can't include it in your classpath, because java-jar doesn't use the classpath.
try putting it in the lib directory

Orion_home\default-web-app\examples\jsp\myjsp\
directory
I customized the web.xml in
Orion_home\default-web-app\WEB-INF directory
to include
/webapp/Dat
