The angry West rejoices at last

Stephen Harper's victory was also a triumph for the English speakers of the
Canadian West, where anger has been rising for years over concessions to
francophone Quebec.

The region's rallying cry has long been: "The West wants in!"

Rejoicing in Alberta as the results came in, Mr Harper exulted: "The West
has wanted in. The West is in now. Canada will work for all of us."

Western alienation from the East has been so profound that some have argued
for independence, based on Alberta's enormous oil wealth and British
Columbia's dynamic coastal economy.

Why, many westerners have asked, should their largely French-free
English-speaking provinces be forced to become bilingual?

And why should their oil wealth be used to buy off Quebec and, indeed, the
huge province of Ontario?

All such talk was banished as the West watched one of its own head for 24
Sussex Drive, the vast Victorian pile that is the prime minister's official
residence in Ottawa.

But regional tensions are never far below the surface in Canada. 

For four decades, the country has agonised as Quebec nationalists have twice
called referendums on independence. Another is expected within the next few
years.

Mr Harper promises a new approach. He will hand more power and federal
surplus money to the provinces, reducing the role of the 

federal government and allowing local people more power.

That should help both Alberta and Quebec and may explain why the
Conservatives did better than expected in both provinces.
