GAZPROM Surrounds Europe: Latin America / Africa Power Resources Struggle Russian state-controlled energy company is to invest 2Bld dollars in a recently nationalised gas industry in Bolivia, announced by a head of Bolivian state power concern Petroliferos Fiscales Bolivianos (YPFB) after negotiations with Russia's ambassador yesterday. Gas explorations and pipelines projects have been suggested. European and American companies must re-register their existing contracts with country authorities.
Recently voted to power left governments in Latin America sustain returning a cold war era flourishing conflict of interests between East and West in a region. Russian economy is going to increase its participation in Venezuela of leftist president Hugo Chavez, where "Lukoil" is a visible player in oil industry. However, Russian state owned Gazprom and other Kremlin-related companies spread their activities not in Latin America only, but in oil-gas rich Caspian region and Northern Africa which could resulted in destructing the EU newly discussed policy of diversificating European oil/gas import. Russian president, Mr. V.Putin, had visited Algeria after Russia had internationally been accused in attempting to monopolise energy supply in Europe, and an agreement on "solely rights of Russian enterprises to explore oil fields in Sahara" was signed. Algeria is a next to Libya and Nigeria African oil producer, possessing seventh place in world gas production. Resulting this visit, close business relations between Gazprom and Algerian state power company Snatrak were established. Although the EU supposed to ease dependence from Russian import (25% of European oil/gas consumption) by increasing influx from African energy sources, "Lukoil" has interest in Egypt and Gazprom is a leader of gas exploration in Libya. Yesterday, at the International Gaz Union meeting in Amsterdam, a Gazprom deputy head, Mr. Alexander Medvedev, once again rejected EU demand to abolish factual Russian monopoly of a power supply in Europe and expressed a strong Russia's intention to establish a system of agreements allowing indefinite Russian energy export in Europe.
