Hamas leader: Israel must make first move

MOSCOW, Feb. 28 Hamas leader Khaled Meshaal, during a visit to Russia,
said the group will not recognize Israel until it withdraws from the
Palestinian territories.

When it does, the Palestinian people will clearly present their
position, he said. Meshaal told reporters at a news conference that
Hamas is ready to exchange Israeli Cpl. Gilead Shalit for Palestinian
prisoners, the Novosti news agency reported.

We will specify how many, he said. Earlier, Meshaal met with Russian
Foreign Minister Sergei Lavrov. Lavrov said that Russia plans to lobby
for international humanitarian aid to the Palestinians.

Meshaal, the political leader of Hamas, lives in exile in Syria.

Hamas and rival Fatah recently formed a unity government. But because
the compact does not include recognition of Israel or an agreement to
abstain from violence, Israel and the United States have refused to lift
sanctions.
