He said he would review the steps being taken against the Al-Qaeda linked network. So how will these measures be implemented and what effect will it have on Indonesia? For more on the situation, Howie Lim spoke to Dr Teguh Yuwono from Diponegoro University in Indonesia. She first asked him how President Yudhoyono was going to legally prove that JI exists. TY: First of all, he will find difficulty in identifying that JI is the only actor responsible for any kind of terrorist activity in Indonesia. Secondly, he also has to be more careful in dealing with that sensitive problem because, as you see, Indonesia is a majority Muslim country so he needs policies that are more careful for him to deal with the JI. The third point is the process of proving that JI is responsible for any kind of terrorism in Indonesia needs more facts and more data in that context. The why is President Yudhoyono specifically targeting the JI? TY: I feel this is the point he has to make because now that he's become president, not just terrorism but other social and political problems like corruption and nepotism; he needs to do something extraordinary there. If he doesn't do anything very special, he will be the same as the previous presidents. He needs to establish himself in a special way in dealing with JI and other problems in Indonesia. He also needs support from his staff like the police department and even the Courts. He also said he would improve Indonesia's police and intelligence services to prevent the growth of terrorism and you touched on him needing their support. How can he go about gaining that support? TY: By recruiting of electing the top of the police and also people who can assist his program. He needs very specific methods and we are waiting for his political bravery In the domestic political context, many experts say that Yudhoyono doesn't have enough political bravery. He is also now facing the perception that the majority of politicians in Indonesia feel worried that he has no ability to be more brave. Earlier you mentioned that Indonesia is a majority Muslim nation and the repercussions that have surfaced already but despite the lack of a ban, Indonesia has already made a major effort to arrest key members of JI. Maybe you could talk more about these repercussions that have come up. TY: This is a very sensitive issue in Indonesian politics. Islamic parties also have enough power in dealing with that. This is not an easy job for Yudhoyono because this is very sensitive and everybody feels that maybe JI has become the victim of modernisation or the victim of the media so Yudhoyono should be more careful in terms of deciding whether JI is the main actor in the Indonesian terrorism context. The thing about radical militant groups is they usually operate underground anyway. How effective will a ban on JI be in terms of combating terrorism? TY: This is also a very difficult one because something underground is very difficult to be controlled by military force or the police department. In my opinion, within a very short time, Yudhoyono's policies should be focusing on how to approach the JI powers. He should make sure that this is not really as given in Islamic ideology, because fanaticism in Indonesia is not believed as the source of terrorism but over fanaticism causes problems. Yudhoyono should combine a repressive power in order to stop the terrorism with the psychological approach so that will make sure that no power in relation with terrorism will grow in the Indonesian context.
