Proliferation Security Initiative credited with 11 successful interdictions The U.S.-led Proliferation Security Initiative has been credited with blocking 11 shipments of weapons of mass destruction and is completing a series of exercises aimed at securing the Mediterranean Sea. The multinational naval exercise, "Blue Action-2005," demonstrated the skills and interoperability of several countries to detect, track and interdict a suspected WMD shipment through the western Mediterranean. The maneuvers were conducted in June 2005 and hosted by Spain in the first air exercise by PSI. U.S. Secretary of State Condoleezza Rice said PSI halted missile and WMD shipments to Iran and another unidentified country in 2005. Rep. Ed Royce, chairman of the House Subcommittee on International Terrorism and Nonproliferation, termed PSI a success and pointed to 11 successful interdictions since October 2004. Royce called for the U.S. intelligence community to improve support for PSI. "PSI partners, working at times with others, have prevented Iran from procuring goods to support its missile and WMD programs including its nuclear program," Rice said. The latest PSI exercise was in two phases. In the first phase, PSI participants exchanged information and coordinated a response to a cargo airliner that flew from a fictitious country in Eurasia to the Portuguese Azores en route to South America. Under the scenario, the aircraft was suspected of carrying centrifuge parts under the label of water purification pipes. In the second phase, the aircraft was tracked as it flew over Italy, France and Spain. PSI participants tracked the suspicious cargo aircraft as officials assessed that its destination was an unnamed African nation. The Spanish air force was directed to track and intercept the commercial aircraft before it landed. The suspicious aircraft was then diverted to Spain's Zaragoza Air Base, where security forces inspected and disposed of its cargo. Blue Action-2005 ended on June 8. It was the second PSI exercise to be held within a week. On June 2, Poland and the Czech Republic hosted "Bohemian Guard 2005," which included Bulgaria, Croatia, Hungary, Latvia, Romania, Slovakia, Ukraine and the United States. The scenario for that ground interdiction exercise involved an illegal rail shipment of WMD goods and materials. The shipment began in Poland via the Czech Republic to a third unidentified nation. Singapore plans to host the next PSI exercise on Aug. 15. That exercise, termed "Deep Sabre," will last four days. ------------------------ Yahoo!
