The Home Office proposals are the result of lessons learned following the 2005 Tube and bus bombings that left 52 dead and 700 injured. Many victims' families and survivors slammed the lack of planning exposed in the hours immediately after the attacks. People spent hours and sometimes days searching for missing relatives and friends. Culture Secretary Tessa Jowell has admitted the trauma suffered by victims was made worse by shortcomings in planning. The new report will recommend essential changes, including the setting up of emergency reception centres at the trauma scene. It says emergency services should be equipped with digital radios which work underground - and that ambulance stations in major cities should be equipped with a emergency supplies of stretchers and triage cards to help monitor victims. One Whitehall source said: "One of the key things was the lack of reception centres at the scene of the bombings. It meant there was no point for people to register or get information. "A lot of walking wounded who were very traumatised simply wandered off."
