The 9/11 anniversary is looming and the U.S. government is preoccupied with Katrina recovery both physically and politically. The Katrina response involves sending some military personnel from the stricken area home from Iraq and delay of troop unit arrivals to bolster strength for qwelling recent unrest and securing the upcoming Iraq referendum. It would be an optimum time for al-Qaeda and its possible allies (Taliban, Sunnah and Mahdi Army) to try a maximum effort to attempt a "Tet" level offensive at a time when the Bush administration is already wounded politically by its failure to provide a timely response to New Orleans and other Katrina disaster areas.
