I have seen this, but mostly (only?) when the phone is overheating.
Install batterybotpro and watch the temperature when this happens.

That would be great, but OsmAnd does not yet have infrastructure for
per-country defaults (be it driving side, speed limits, road class access
restrictions).
We should really open an issue for it.
