OsmAnd's routing uses some default speeds on roads depending on their type,

In my city this information seems to come from relations of type
boundary=administrative. These relations mark an area (polygon) covering
part of the city. In OsmAnd display there are even some streets shown once
for each suburb if the suburb boundary relation splits a street into two.
So
Removing the _2 suffix in the file name helped me so that the maps appeared
normally in the OsmAnd UI as if downloaded from inside it. They also picked
up the correct translation of the map name.
