it is certainly what happens when deleting old agents.
This is normal expected behavior
Check you ossec.log to look for errors with remote agents reporting in.

I noticed many lines in the client.keys on the server have been replaced
with #*#*#*#*#*#*#. I believe this is why my agents are not talking to the
server
