You could create internal notes for a draft and/or working notes, and then cut and paste into a response when done. The catch there is not being able to edit. You may end up with many notes. The FAQ is editable and linkable to tickets. It is more steps but you might be able to use a FAQ

Hi I noticed that some of the the passwords used in OTRS are stored in clear text in the config files, and therefore I am questioning the security in the program. I am especially worried about the PGP passphrase that is stored in clear text in the /opt/otrs/Kernel/Config/Files/ZZZAuto.pm file.

The company view doesnt seem to work, I have added multipul ID's and tried using the same ID for a few accounts yet they are still unable to see each other. The only method that seems to be successful is if I put in everyones personal ID into everyones mutlipul but this isnt pratical or even
