Did you set the new system up with the same SystemID? It doesn't seem like it would even tell you there was a new ticket at all if they didn't match but there is a sysconfig setting to control whether or not it considers the system ID when displaying tickets that is set to "Yes" by default and

Not tested very much, but i think that as long as the otrs can see "Ticket#: " in the subject, it should be able to match it to an existing ticket. OTRS does this matching by default. I didn't create any filters for it. I don't know how it works if otrs is configured to search the body for ticket
