I am getting ready to backup otrs 2.4.3 on a windows 2003 server using mysql
5.0 will a regular windows backup work with this? And will I be able to restore
that backup to a newer version of otrs say 2.4.6 on a windows server 2003 box
using mysql 5.0?

That's the safest way. Take special note, does veritas require a plugin to
backup mysql or postgresql. Also, if openldap is on the same machine as
OTRS, you will have to do a cold backup of Openldap
