Note internal is visible only to the agents.
Note external is visible also to the customer, provided that the customer is
enabled to the customer interface.

Please also suggest the use of having this field.Is this just used to
suggest that we are writing a closure note for the
ticket and the note is internal or external.
Also why do we want to put note-external with the closing ticket when we are
not notifying customer.
