You could create internal notes for a draft and/or working notes, and then cut 
and paste into a response when done.
The catch there is not being able to edit.  You may end up with many notes.

The FAQ is editable and linkable to tickets.  It is more steps but you might be 
able to use a FAQ catagory for your working 
notes/drafts.
