returns 503 error. https://business.instagram.com/ seems to be at least
loading on a web interface.

impacted by an outage on the Verizon Network. Cogent is not providing an ETR at
this time.

be experiencing outage due to a higher level issue.
Gateway reachable but DIA non-functional.
Comcast acknowledges the issue, do not see ETR yet.
