I am seeing the same loss and at that same hop. Capitol Heights is one of the
“BAD” (Baltimore and DC) super head ends that connects to the ibone in Ashburn.
Not seeing loss to destinations within the BAD CRAN, only outside.

ae-13-ar01.capitolhghts.md.bad.comcast.net (68.87.168.61).
Seeing ~50% packet loss from that hop onward.
