Looks like it's starting to resolve. The traceroutes are now
alternating between Cogent and twelve99.net (briefly). It's currently
back to using Cogent.

Can anyone confirm? Our traces are failing from both sides. Not sure
if it's a Cogent peering problem along the way or Cogent peering
hand-off to TELUS or Videotron.

FWIW - there appears to be a routing outage between Canada Videotron,
Rogers, Xplornet (not sure which) to Verizon Enterprise in California
West Coast. Several customers cannot reach Verizon California on their
Videotron broadband or their Rogers hotspot.

It's clear there's another (there was also one yesterday morning, across
several carriers) widespread mobile data outage this morning.

No problems on VZW LTE here in Troy, OH. I've got a v6 address. Airplane
mode off/on to confirm no issues authenticating.
