As a telephony provider:
Non-emergency, please provide address and hold is acceptable. This is an
address verification test.
911 doesn't work that strict, you just have to announce you are NOT an
emergency call.
We do it with over 1000 customers every September, across the US.

You can’t legally “test call” 911 cold. You have to first schedule the test
with your local Public Safety Answering Point (PSAP) using their non-emergency
number. You can find the PSA
I test-called 911 from about five different phones, and all went through. Now I
