We are experiencing the same issues here in Maine via Time Warner Cable,
anywhere from 20% to 80% loss, started at 6:00AM EST.
We use google's DNS as part of our monitoring to determine our internet
connection status.
Loss seems to start after a tbone.rr.com switch in NYC.

SalesForce appears to be suffering major degradation of their NA instances.
According to them there is a major backbone issue.
Anyone have any more information?
