We are observing packet loss on Hibernia transit in the US, from their NOC - "There is a major outage ongoing in the Ashburn / Atlanta region, where we lost a high capacity backbone link." Haven't yet seen evidence but guessing other providers may be affected

We are seeing sporadic packet loss happen on Level3 IP circuit in Raleigh, this shows up when testing across paths such as Dallas->Raleigh. Similar results when doing extended mtr/ping to multiple Level3 customers in Raleigh Ticket submitted to L3 but no confirmation yet from them, is anyone else
