I just got an outage notice from Microsoft advising something like this.
EX209955 is the incident number.
"Users may experience delays of up to 4 hours when sending mail".

Clear here in East US, but there's dashboard notices posted now and they
admitted trouble with "Outlook on the web" on Twitter a few hours ago:

Most the Twitter comments report trouble in AU specifically.

Anyone experiencing a problem with office365?
Called office365 and got redirected with their call center support. They
said they got lots of reported issues about it but Microsoft is still not
posting it on their Health Center.
