Indeed, that was the issue:
[root@h2 ~]# ovn-sbctl get-connection
read-write pssl:6642
[root@h2 ~]# ovn-sbctl set-connection ptcp:6642
[root@h2 ~]# ovn-sbctl get-connection
read-write ptcp:6642
After changing that the connection was established.
