Superficially looking at the code, it seems that the raft code should
allow me to specify a dns name instead of an IP address, i.e.
'tcp:ovsdb-0.ovsdb.svc:6644', which would be ideal. I thought I'd
tried that and it didn't work, but it's possible that one of:
