I cannot create Windows client with Windows-cross compile.
Is there anyone who tried it before or any help is welcome.

AFAIK there is no arm version of the oc sync client available. This was
requested a few weeks ago:

so you probably have to build the sync client from the sources like
described here:

The Debian package of owncloud client 1.2.5 is still in the upload queue:

But Ubuntu has owncloud client 1.2.1 in the repos which are available on arm
architecture as well:
