If this is your generic Windows Server 2008 box (i.e. not the GoDaddy machine), then there is definitely something wrong. I assume you want anonymous access to the plain HTM, ASPX and web service? (i.e. not authenticated access)? Yes, my plain 2008 box requires I give IUSR and NETWORK SERVICE
