The best thing in my opinion is that everyone has a local copy they just
edit and it auto syncs when connected to the Internet. See here for how to

Alternatively, OneNote can just sync with a OneNote file sitting on a
network share - this is probably the easiest way if every one has
access to a copy of OneNote. It is fully multi-user capable so
multiple users can open the same file without causing any issues.

To also add, MediaWiki installs fairly easily on UniServer (The Unform
Server) which is a LAMP stack that runs from a no-install single-folder
on a Windows Machine. You can run it from a simple VM (I do this from XP
sometimes) with good results.
ASAIK, Atlassian provide Wiki services for free
