Would AllowDeletion="FALSE" on a site column definition prevent it from being
updated with subsequent feature activations? Or is this only relevant to the UI?
These columns are no longer updating and I'm trying to determine why.

A sync problem with what?
The way we update the config file is either directly in the file eg opening
with Notepad or through IIS.
