[Pacemaker] notifications for cloned resources

I have an issue very similar to the one disucssed here: http://oss.clusterlabs.org/pipermail/pacemaker/2014-May/021817.html Its related to the ganeti vm clustering which provides an ocf script to handle vm failover when a node is down. It assumes that a cloned resource will receive notifications
