A better strategy is:
1) Call the package livereload.
2) Put python 3 libs in a python3-livereload-libs subpackage if python 3 is
available.
3) Put python 2 libs in a python-live-reload-libs subpacka

I understand your point, I really hate this python 2 and python 3 ecosystem.
I am packaging livereload as a depency for mkdocs and mkdocs requires
livereload as library, i will package mkdos only for pyt
