Description of problem:
There are newer packages on older

Version-Release number of selected component (if applicable):
F18 upgraded from F17

How reproducible:
Always until package updates are pushed

Steps to Reproduce:
1. After upgrading a fully updated F17 to F18 run "yum
distribution-synchronization --disablepresto"
2. View list of mismatched packages to downgrade
3.

Actual results:
A list of mismatched packages are shown that need to downgrade

Expected results:
No official Fedora packages (i.e. from normal sources) are needed to be
downgraded. Another way to say this is that I would expect that at the time a
newer version of a package is pushed out to one that all releases except end of
life & testing would get the updated versions at the same time.
