as the dev guide, I created the folder:
/USR/LOCAL/PF/CONF/LOCALE/PT_PT
Copied the file packetfence.po
translated the fields that I want and recompile it with msgfmt , but
still doesnt work.

Thanks for your help! I had forgotten about the config service. Ended up
having to restart MariaDB too. It was running, but PF was stating that it
couldn't write to L2 cache. After restarting config and mariadb,
everything started up without issue!
