As for DNS, I have it as 10.10.1.24 but still getting 59.1 (the PF server). I
am running in in-line complete mode with NAT disabled.

I have a PF 8 Inline mode.
In inline inteface I set dns "10.20.0.1", but on a device is "10.20.0.4"(pf 8
ip).
What I can do to fix it?

In fact the dns is forced to the pf inline interface (or all the inline
interfaces if it's a cluster) then when your device is reg the dns will
forward to 10.10.1.24.
