via the captive portal does it receive an IP address from the local DHCP
server? If yes, can you at least ping the default gateway from it?

Yes, I agree with you 200 percent about DHCP server that is at the remote site
if it is out-of-band deployment.
My Wifi client receives an IP address from the local firewall that acts as DHCP
server and then nothing happens, no redirect or splash page.

As I understand, with my digging of the resolution of the same error, is
PacketFence need to make a match between the MAC address of the device and the
IP it will present when connecting to the portal.
As you know, the first thing a system knows about a device it's its MAC address
