I installed Packetfence in a cluster recently, everything is working fine
but the charts on the dashboard all show the error "There's not enough data
to generate this graph. Is PacketFence in production?" except for the
database charts that are showing data and behaving normally.

Did you configured the radius accounting on the switch? It needs to be
enabled for the network detection to work. You can look at this thread for
more informations and you can test the configuration with tcpdump and
raddebug.

I had the same issue when installing and configuring Packetfence. I
resolved the issue by using the chromium browser.
Also, if someone have an other solution for this problem I would be
interested since I can only manage my server with chromium in a linux
