Also I've realised that the User Manager level of access does not seem to give
permission to view the print off slip that is generated when creating a new
user. It works ok as Admin. Does anyone

You mean having AUP printed with username/password of user when you
create user(s) and click on "Preview" ?

Our old v8 seems to have that ability although can't remember if it's a
