I try to reproduce your issue without success. On a fresh CentOS 7 with
PF 9.2 and Fingerbank 4.1.5, I got following files:
1. On which distribution are you running PacketFence: CentOS or Debian ?
CentOS 7
2. Is fingerbank-collector package correctly installed ?
#rpm -qa | grep "fingerbank"
