it´s in the switch config.
Imagine you have a building A and a building B but the vlan id for the
staff is not the same so in the bat A switch config you set Staff : 2
and in the bat B switch config you set Staff : 3

PacketFence is basically returning VLAN ID based on the role a user have in
PacketFence internal database.
By simply creating a new role and assigning a VLAN ID to it

You can easily create different user roles and assign different VLAN ID to each
