There is a bug in the latest version of VLC:
3.0.0.20170804.9b202d9166-3.1-x86_64. I am running openSUSE Leap 42.3 in a
64 bit HP elitebook 8470p laptop.
In the VLC GUI selecting
Tools>Effects and Filters>Audio Effects>2 Pass checkbox
and clicking on Save button exits the progr
