Have you tried uninstalling ffmpeg-3 first, then install ffmpeg-4?

I noticed that ffmpeg-4 is available for Opensuse Tumbleweed but not for
Opensuse Leap 15.2 (and older) [1]. Can it be made available for Leap
15.2 on x86_64 at least?
